Julian worked on the development of a guide for local authorities on the implementation of the Care Act 2014, focusing on the assessment of the social care mnarket and provider sustainability. The document remains a standard reference for issues relating to social care markets. The report was commissioned by the Department of Health and involved collaboration with the Local Government Association and ADASS.
