Julian has undertaken two major projects with Luton Borough Council: work on the Older Persons Housing Strategy in 2018 and work on the development of the Market Sustainability Plan in 2022/23.
The former project focussed on helping the council identify options for meeting demand for suitable accommodation for older people in the borough given very limited space for new housing developments. The report assessed all of the existing older persons housing schemes in the area and identified options for redevelopment, also exploring the funding options available to the council for new housing developments.
The Market Sustainability Plan was developed alongside Council colleagues and used demographic data to forecast long term demand for care and support. The current and future capacity of the care provider market to meet these needs was assessed and options developed to ensure that the Council could respond to rising demand from within existing budgets.
